A working beginner setup is a pair of 8 inch pans, a turntable, a bench scraper, one offset spatula, a leveler, a scale and a set of tips. The scale matters more than any of the decorating tools, because most first cakes fail in the mixing bowl rather than at the piping bag.

This is the shortest list that gets you a finished, level, smoothly frosted two layer cake. It is not the cheapest possible list, because several of the cheapest options cost more in wasted ingredients than they save at the till.

The single most useful thing on it is the scale. A first cake far more often fails because the flour was measured in a cup than because the piping was shaky.

What you can skip

Skip the fondant, all of it. Fondant is a separate craft with its own failure modes and it will not make a first cake look better than a well scraped buttercream. Skip the Russian tips and the hundred piece kits for the same reason: more tools is not the thing standing between you and a good cake.

Skip the cake drum too. A plain board under a cake you are eating at home does nothing a plate does not.

What to upgrade first

Upgrade the turntable first, and it is not close. A light plastic turntable slows and catches while you are trying to hold a scraper still, which is exactly when a smooth side is won or lost. Before the cake leaves the kitchen

Cream cheese and whipped cream frostings need refrigeration, and plain buttercream softens in a warm room long before it is unsafe, which is a structural problem rather than a health one. Royal icing made with raw egg white, and mousses set with raw egg, are worth swapping for pasteurised egg white or meringue powder when you are baking for children, older guests or anyone pregnant. Ask about allergies before you start rather than after, because cross contact happens at the mixing bowl. And selling cakes rather than giving them away is governed by your state cottage food law, which varies a great deal.
